These are not oil filled shocks, these are option parts to replace the plastic shock bodies and also offer an threaded shock body and threaded adjuster collar for easier spring adjustments.
The 1.0mm drill bit is used for drilling out the plastic shock cap to eliminate any pressurization that may happen when using the aluminum shock bodies.
